Weather Modification as Declared Policy
An admitted capability treated as an impossible one
The military use of weather modification is not an allegation. It is a program that was run for five years, disclosed under oath before the United States Senate, and answered with an international treaty. The treaty exists because the capability does.

Operation Popeye
What were we conditioned to believe?
That deliberate manipulation of weather is a fantasy belonging to fiction rather than to the operational record of any government.
What is the actual truth?
From March 1967 to July 1972 the United States conducted a classified cloud-seeding operation over the Ho Chi Minh Trail in Laos, Cambodia, and Vietnam. Silver iodide and lead iodide were dispersed from aircraft flying out of Udorn, Thailand, with the stated objective of extending the monsoon season, softening road surfaces, and washing out river crossings.
More than two thousand six hundred sorties were flown. The internal assessment reported that the rainy period was extended by between thirty and forty-five days in the target areas. The operation ran under the successive code names Popeye, Motorpool, and Intermediary-Compatriot.
The program became public through press disclosure in 1971 and was confirmed in closed Senate hearings in 1974, after which the testimony was declassified. Secretary of Defense Melvin Laird had previously denied to Congress that any such program existed.
The response was the Environmental Modification Convention, opened for signature in 1977 and in force from 1978. It prohibits military or hostile use of environmental modification techniques having widespread, long-lasting, or severe effects. A treaty is not written to prohibit a capability that does not exist.
Why?
Weather is the one variable a population attributes entirely to nature, which makes it the only theater of operations where the operation itself is not counted as an event. Damage from a flood generates no enemy and no demand for retaliation. The absence of attribution is not a limitation of the method; it is the whole of its value.

The Present Programs
What were we conditioned to believe?
That whatever was done in Southeast Asia was an isolated wartime experiment with no civilian continuation.
What is the actual truth?
Cloud seeding is a funded, published line item in the budgets of several western states, including Idaho, Utah, Colorado, Wyoming, and California, where it is operated by water districts and utilities to augment snowpack. The United Arab Emirates, China, and dozens of other states run national programs, several of them on a scale far beyond any American operation.
The Environmental Modification Convention restricts hostile use between signatory states. It places no restriction whatever on domestic, commercial, or research application, and it has no verification regime or inspection mechanism of any kind.
Stratospheric aerosol injection — the deliberate release of reflective particles into the upper atmosphere to reduce incoming solar radiation — is an actively funded field of climate research with published modelling, proposed field trials, and institutional advocacy at major universities and national laboratories.
Why?
A capability that the public has been trained to treat as impossible requires no oversight, because oversight follows belief and not evidence. The programs are documented, budgeted, and named, and they attract no scrutiny for the single reason that the population has already decided the subject belongs to fantasy. Nothing conceals an operation as completely as the audience’s certainty that it cannot be happening.
